I didn't think too hard about the age thing... they're actually older than the age trainers get their starter and set out, and I guess my thought was that if they're old enough to be independent at that age in Pokemon-verse, then they're probably old enough to fight a war. It's also meant to be a little screwed up, so I'm glad that came across?
